01233: Cleanup the Cookbook

Description: The Cookbook needs some cleanup, notably:

• comments and discussions should be moved to talk pages - pretty much done by 2012-10
• recipes and talk pages should be refactored, with sections no longer relevant (eg. reports for bugs already fixed) either deleted or moved to *-Talk-Archive pages
• we should find a way to improve pages with several active versions of a recipe like iirc Flash or TabTable
• when possible, the recipe page could be refactored into a number of standard sections like Description, Installation, Usage, Configuration, Notes... (or better).

• add the recipe's license (see list at Cookbook:Maintenance#license)

Recipes with no talk pages

These pages should be checked to see if there are any comments that should go to a Talk page.

Please don't create Talk pages if there are no comments/discussions on the Recipe page -- just uncomment the links in the Recipe page to the Talk page (hidden in a conditional in older recipes).
