This could be done without a modification to PmWiki distribution -- just build a bundled package with scripts that can update all included recipes and core pmwiki. "Just" is not trivial, but has been done with the Cookbook.TwitterBootstrap. Ideally, this would include some sort of (automated) testing, etc. All of this is something I'm looking into for Cookbook.TwitterBootstrap (which I've contributed to, but am not the owner of).
My main point is that we would not have to wait for "approval" to do this.
