OS: Windows XP, Apache 2.0.58, PHP 5.1.4

Description: I have installed current stable release of PmWiki (2.1.27). Then I have installed the italian language pack.

When I see the UploadQuickReference page, PmWiki load always file Site.UploadQuickReference instead of PmWikiIt.UploadQuickReference.

I have seen it "load" file in this way:

    wiki:Site/UploadQuickReference

Then I have installed version 2.2.0-beta54 and I have this the same result. Probably this is a bug.
