Description: Uploaded attachments end up owned entirely by the Apache user (world-writably) and do not follow the setgid/group settings on the directory where they are placed.

Pm says this is probably caused by move_uploaded_file() in PHP. http://pmichaud.com/pipermail/pmwiki-users/2007-March/040502.html
