Description: CurrentTime is not translated into the current locale, which is evident in the RecentChanges pages. The problem with pmichauds own words: <pmichaud> $CurrentTime gets set before local customizations are called...but

           then it's not reset after they're called (and it probably should
           be).  Or, XLPage() should probably re-set the value of $CurrentTime
           if/when $TimeFmt is changed.
