Here are some possibilities:

- The skin template only specifies Site.SideBar, or PerGroup.SideBar
  is specified afterwards.

- The PerGroup.SideBar page is read-protected.

- The page is misspelled "Sidebar" instead of "SideBar" (this is
  a fairly common mistake).
