Almost!  :-)  Try this:

   $pagename = ResolvePageName($pagename);
   $group = PageVar($pagename, '$Group');
   if ($group != 'News') include_once('scripts/urlapprove.php');

or this one-liner

   if (! preg_match('/^News($|\\/|\\.)/', $pagename))
include_once('scripts/urlapprove.php');
