You can do it with a per-page customization on one or more logout pages.
For example, in local/Main.Logout.php, set
<?php
$NotifySquelch = 0;
$NotifyDelay = 0;
Then, whenever anyone visits the Main.Logout page, any pending
notifications will be immediately sent to all notify entries that
don't have an overriding squelch value.
