Tell me if i'm right. By your way, editing config.php, you must use FTP 
to allow creating a group.
But if you set an admin password in config.php, and Groups passwords in 
every Group.GroupAttributes, only admin can create a new group with its 
password. Without FTPing config.php.
Wrong ?
